In anticipation of several funding opportunities that may become available over the next 12 months, for new, currently funded, expanded, renewal and continued interest projects, the Brevard Homeless Coalition (BHC) is issuing our 2024 Universal Request For Proposals (RFP).
The BHC, as the lead agency and collaborative applicant for the Brevard County CoC, is responsible for the coordination, completion and submission of the HUD Notice of Funding Opportunity (NOFO) for Fiscal Year (FY) 2024 and FY 2025 Continuum of Care Competition in conjunction with all renewal and new project (if applicable) partners. The Collaborative Applicant must provide information about the CoC planning body, governance structure, overall performance, and the strategic planning process. The Consolidated Application is scored and will determine the order in which CoCs are funded.
FY 2024 – Notice of Final Project Scores and Inclusion/Exclusion to Project Applicants:
The FY2024 and FY 2025 HUD-CoC Program Competition NOFO states that all project applicants must be notified no later than 15 days before the FY 2024 application deadline (October 30, 2024) of whether their project application(s) “will be accepted and ranked on the CoC Priority Listing, rejected or reduced.”
The BHC, as the lead agency and collaborative applicant for the Brevard County CoC, will post the FY 2024 Notice of Inclusion/Exclusion by 5:00 PM on Tuesday, October 15, 2024.
Final Project Scores for all Projects
FY2024 HUD CoC Program Competition – CoC Consolidated Application Posting Notice:
The Brevard Homeless Coalition (BHC) has posted the final version of the FY 2024 CoC Consolidated Application, including all attachments and Priority Listings, on October 25, 2024 by 8:00pm and will submit to HUD on Monday, October 28th by 8:00pm. This posting fulfills the HUD requirement to post the final version at least 2 days before the FY 2024 CoC Program submission deadline of October 30, 2024.
Email notification of this posting has been distributed to the project applicants and CoC Stakeholders and general membership.
The Consolidated Application consists of 3 parts and are posted below, as required by HUD’s FY 2024 and FY 2025 CoC Program Competition NOFO process:
On July 22, 2024, The U.S. Department of Housing and Urban Development (HUD) released its first Continuum of Care Builds (CoC Builds) Notice of Funding Opportunity (NOFO). The Continuum of Care (CoC) Builds (CoC Builds) NOFO targets efforts within CoC geographic areas to address and reduce persons experiencing homelessness by adding new units of permanent supportive housing (PSH) through new construction, acquisition, or rehabilitation through one-time CoC Builds awards under the CoC Program. Through the CoC Builds NOFO, HUD is encouraging CoCs to leverage funds provided for the construction, acquisition, or rehabilitation of new PSH units with other funding sources to maximize the amount of housing that can directed to meeting the needs of individuals and families experiencing homelessness.
There is $175 million available nationally for these one-time awards to fund new construction, acquisition, or rehabilitation of permanent supportive housing for individuals and families experiencing homelessness. In addition to funding the development of new units, up to 20 percent of each award may be used for other eligible and renewable CoC Program activities for Permanent Supportive Housing projects, including supportive services and operating costs, and no more than 10 percent of an award may be used for project administration.
