FY 2026 HUD CoC Program Competition

The Brevard Homeless Coalition (BHC), as the Collaborative Applicant and Lead Agency for the FL-513 Palm Bay/Melbourne/Brevard County Continuum of Care (CoC), is responsible for administering the local competition for HUD Continuum of Care Program funding.

The FY2026 HUD Continuum of Care (CoC) Program Competition NOFO was released by HUD on June 1, 2026. The BHC subsequently released the FY2026 HUD CoC Local Competition RFP on June 18, 2026.

Letter of Intent – Due on July 2, 2026 by 5:00 PM EST

All agencies intending to submit a project application must complete and submit the online FY2026 Letter of Intent Form through Cognito Forms no later than 5:00 PM Eastern Time on July 2, 2026.

The Letter of Intent is not submitted by email or as a separate letter/document. Applicants must use the online Cognito Form linked below.

Submission of the Letter of Intent Form is required to receive access to the FY2026 Local Competition Project Application.

BHC will host an optional applicant workshop to review FY2026 HUD CoC Program Competition requirements, local priorities, application instructions, scoring criteria, and submission deadlines. Registration is required to attend.

FY2026 CoC Consolidated Application and Local Competition Results

The CoC Consolidated Application includes information regarding the CoC’s governance structure, planning process, system performance, funding priorities, and project rankings. HUD scores the Consolidated Application as part of the national competition process.

In accordance with HUD requirements, project applicants will receive written notification regarding whether their project application was accepted and ranked on the CoC Priority Listing, reduced, rejected, or otherwise affected through the local competition process.

Following completion of the local competition process, BHC will post the final FY2026 CoC Consolidated Application, Priority Listing, required attachments, final project scores, and local competition selection results on this page prior to submission to HUD.

FY 2026 Continuum of Care (CoC) Builds NOFO

On June 24, 2026, the U.S. Department of Housing and Urban Development (HUD) released the FY 2026 Continuum of Care (CoC) Builds Notice of Funding Opportunity (NOFO), CPD-2600-DC-025A. Through this funding opportunity, HUD is making $100 million available nationwide to support the creation of new Permanent Supportive Housing (PSH) through new construction, acquisition, or rehabilitation.

The CoC Builds program is designed to increase the supply of Permanent Supportive Housing for individuals and families experiencing homelessness while encouraging communities to leverage federal funding with state, local, and private investment. In addition to capital costs, funding may also support eligible project-based rental assistance, supportive services, operating costs, and project administration, as outlined in the FY 2026 CoC Builds NOFO.

FL-513 Local Process

The FL-513 Palm Bay/Melbourne/Brevard County Continuum of Care previously conducted a local competitive project selection process for the CoC Builds program and selected Carrfour Supportive Housing as the project sponsor. The project was subsequently selected by HUD through a national competitive review process and was the only project selected in Florida during that funding round. Before grant agreements were executed, HUD released subsequent CoC Builds funding opportunities, culminating in the current FY 2026 CoC Builds NOFO.

To build upon the significant planning, competitive review, and project development already completed, Carrfour Supportive Housing will submit an updated application that reflects the current FY 2026 NOFO requirements and further strengthens the proposal. Because the Continuum of Care has already completed its local competitive selection process for this project, a new local competition will not be conducted. This approach positions Brevard County to maximize its opportunity to secure new Permanent Supportive Housing resources through the current funding opportunity.
